Job Description

Pre-Construction Manager My client are a unique developer who have an opportunity for a Pre-Construction Manager to join their East Midlands team. As the Pre-Construction Manager you will ensure that the pre-construction, site remediation, utility/service provision and demolition works are undertaken efficiently and that sites are prepared for construction as quickly as possible. The role involves co-ordinating the smooth flow of information to allow construction to start between the company's Land, Development, Commercial and Construction departments. Duties to include: Liaising with the Land Manager and/or Development Manager to agree extent of surveys and consultant list. Represent the Company at key site surveys e.g. all ground testing exercises, asbestos, building conditions surveys, boundary issues etc Monitor the clearance of planning conditions and assist the Development Department to ensure that 'constructional' planning conditions are discharged as smoothly and quickly as possible. Resolve any boundary issues and archaeological requirements. Ensure the HSE have been advised of the site start and that the CDM file includes a site-specific health and safety plan, a traffic management plan, and associated documentation Assist with the preparation of a pre-tender Health & Safety Plan. Work with Contracts Manager to produce site set-up plans. Ensure that all pre-construction procedures are undertaken, including liaison with Public Utilities, HSE and the preparation of site 'start-up packs' prior to commencement. The packs will include CDM files, Site Notices, First Aid boxes and all site stationary. Notify the NHBC of the commencement of work. Organise all demolition works and the removal of any underground tanks and or cellars, supervise activities where necessary. Work with the Development Manager to arrange remediation work and liaise with LA and the Environment Agency when required and obtain necessary licences To apply for and arrange for all service disconnections, lowering or diversion, and all temporary services and ensure they are all in place to meet programmed start dates Apply for and obtain approvals for new services and associated meters. Work with the Construction department to ensure that the correct site craneage is provided. Ensure appropriate contaminated land procedures are in place prior to removing materials off site. Negotiate with LA all licences e.g. scaffold, hoarding, road and footpath crossings where required, ensure road signage is in place in accordance with the development. Ensure that planning, legal and roads requirements have been taken into account when planning and undertaking on site works and that the DM has been advised of works. Contact residents in the vicinity of our sites and endeavour to create a good working relationship with them and ensure they are informed of any operations that could cause them any inconvenience. Resolve any minor disputes with them and contact the lawyer to resolve boundary issues, existing walls and buildings, and all other items of contention. Attend and report to relevant Client Group, Pre-start, and Site meetings as required and offer support and assistance to the Construction Director, the Commercial team to ensure that the Company's standards of quality and cost control are implemented. Skills & Experience: The successful candidate must have relevant construction, trade or professional qualification such as a HNC/HND in building, construction related degree, NHBC Accreditation Programme or similar. You will have experience in construction and/or development, some of which will be at site management level. In addition, you will have a successful track record in managing construction sites and being responsible for programming and organising resources is essential. JCT/NEC forms of Contract experience essential.
